
The Dominica License and Mariner Documentation and Certification system
has been designed to specifically comply with the International Convention
on Standards of Training, Certification and Watchkeeping for Seafarer's
(STCW), 1978, as amended, 1995. It is an In-service training program
that was designed to provide cost and chronological efficiency as prescribed
by code. To date, it is one of the most comprehensive and modern programs
put together by a flag administration. DMRI has partnered with Det
Norske Veritas in the Mariner Certification Program, STCW Training
provider approvals and will provide proctoring of Internet examinations
through their world-wide network of offices.
There are four certification tracks that a mariner may take to
upgrade his/her STCW Certificate of Competency. All mariners will have
had to complete Dominica's STCW 95 required programs pertaining to his/her
level of competence and vessel type.
Approved Marine Education and Training
Candidates for certificates of competence are required to have completed
an "approved education and training" (professional development)
program. This, combined with the required sea-service of not less than
one year as part of an approved program, which includes on board training
that meets the requirements in the respective tables in the Section A-I/6
paragraph 1 of the STCW Code and is documented in an approved training
record book under the supervision of a qualified instructor/assessor may
qualify for certification. A written examination will be required to ensure
that the requisite knowledge has been met.
In-service Training
IIn-service training is one method of
training, assessing and attesting of competence as prescribed in Section
A-I/6 paragraph 4 of the STCW Code while on-board ship or enrolled in
an on-shore program. The Dominica Maritime Administration created and
In-service Program for organizations using the Administration provided
training record book. The training record book is a comprehensive tool
that provides all required learning objectives and assessment criteria
and standards needed to comply with the STCW Code. Using this program
will save companies and/or mariners approximately 65% of their time and
money. A written examination will be required to ensure that the requisite
knowledge has been met.
Training and Assessment within an Institution
Institution training is also accepted if the candidate completed his/her
training at an approved institute or academy. A list of approved Institutes
and Academies may be furnished upon request. A written examination will
be required to ensure that the requisite knowledge has been met.
Certificate of Endorsement Program
License and Documentation Certification will be issued by an "Endorsement
Program" as prescribed under Regulation I/2 of the STCW Convention.

Dominica Licensing and Certification Levels
It should be noted that a traditional "Chain
of Command" exists within our licensing and documentation program.
While there are more levels of competence that differ from the STCW Certificate
of Competence, the first requisite of competence must meet the minimum
standards for STCW 95 before the traditional upgrading process can be
started.
